It's the occasion for the chinese autorities to start a big project : as in the world « ecological quarters » are built, the society Arup designs in the island of Chongming an entire city : Dongtan ! Purposes : no emission of CO2 by the vehicles, two thirds less of energetic needs and the rest producted by renewable energies (here is an artist's view)

The ecological goals and the ways
The urbanism will be thought to put together shops, habitations and places of work in order to reduce the displacements which will could be made with bycicles. Architecture is thought too : buildings won't have more than eight floors, they will systematically be oriented using Sun and they will have gardens on their top, all this to reduce the needs of heating and isolation. Many sources of renewable energies will be used, already known (wind mills, solar panels) or for being tested (recycling of waste, use of the biomass). Biological farms around the town will permit it to live almost in autarky, to limitate the carriages of goods.
Water will be distributed in two ways : one for the population and an other one with less treatments for agriculture. For the displacements, the use of bycicles will be encouraged by the prohibition of personal cars inside the city. The public transports will be assured by hydrogen bus, boats with solar energy and electrical cars. Moreover, the streets will be designed in order that going to feet can be faster than taking a vehicle.
Because the site is on a way of migration of rare birds, it's close to a natural reserve. The builders will do spaces in the roofs for those birds, a protection area of four kilometers around the city and some « green streets » in the town.
The town should have between 50,000 and 80,000 inhabitants for the Expo and 500,000 in the long term.

The discusses
The first critic is that those encouraging ideas only concern the part of the island which is reserved to Dongtan. The rest of the island, which is not under responsability of Arup, will probably be alimented by a coal-power station. A bridge under construction to connect the island and Shangai will produce an important traffic and big works are beginning on the island. Moreover, shipyards are in construction on a close island.
All this feeds a debate on the real will of China and some are afraid that Dongtan could just be a window and an ecological park...

Other examples
The city of Hanover built the quarter of Kronsberg (for 15,000 people) with an ecological farm, an optimised management of water, renewable energies and low-need allotments. In London, BedZed (Beddington zero energy development), made for modest populations, contains habitations, offices and thaters but don't reject any CO2
We also can quote Vesterbro (Copenhagen), Hammarby Sjostad (Stockholm) with its tire system of recovery of waste, B001 (Malmö) or Vauban (Freiburg) with 65 % of its energy produced by an hybrid station (wood ans solar panels). In France, we still stay at the level of buildings (for example the high school Léonard de Vinci in Calais) without making quarters, but projects are studied in Rungis, Rennes, ...
